Grumpy is learning short hand. It's a professional necessity.
He thought he'd apply for a small grant, to help with some of the costs. But it turns out that he didn't qualify because he was learning a technical skill. And the grants were for people developing their management skills.
Makes sense. God knows this world needs more managers and fewer people who actually know how to do stuff.
